The application of cement concrete as road pavement in Indonesia has been started since 1985 (Dept. PU, 2003), and its development to date continues to increase. Cement concrete pavement has several advantages, among others, suitable for heavy traffic, more resistant to hot weather and no deformation such as asphalt pavement, resistant to water influence, and the amount of material required (aggregate) for relatively low concrete pavement (± 50%) compared with asphalt pavement, under baseline and similar traffic load conditions.

Considering that up to now Indonesia needing asphalt 1,2 million / year (Dept PU, 2008), still importing bitumen about 50 - 60% from national requirement every year. In the concrete pavement there are several weaknesses, including the implementation period. Because after casting the concrete plate takes about 30 days to reach the power of the plan before it is opened for traffic and after foundry requires adequate maintenance of concrete plates so that the quality of concrete can be fulfilled. This is very disadvantageous and disrupt the smoothness of traffic, especially when the concrete road is implemented in the roads that traffic is quite solid. Similarly, improper maintenance problems will reduce the life of concrete pavement.

Asphalt coating layer (LTBA) is a hot asphalt mixture that can be used as a surface layer on a pavement that functions as a functional layer. LTBA can be applied with solid thickness between 2.0 - 3.5 cm, depending on the type of gradation and maximum nominal aggregate size.
