It will be difficult to convict Clinton over emails dangling classified SAPs without exposing the same SAPs to the public and also to rival powers. Just ask Trey Gowdy. Guccifer exposed Sidney Blumenthal's involvement in a $60,000 covert op on the Libya-Tunisia border. Gowdy could (and did) compel Blumenthal and Clinton to testify, but could not hold them accountable because the op was too highly classified, no leak of the specifics was ever proved, and prosecution might have exposed more than any leak.
