Exactly 💯, you got the point. Then delegation will be given to the winners and after 3 weeks, it will be retrieved and be given to the next winners for September. It will continue in that order. But participants are required to powerup weekly or biweekly or monthly depending on the amount of steem they have in their wallet. They are not to hold liquid steem for long. At the end of the month, they will give a total amount of power up they did for the month.
