An effective education depends a lot on the context. All learning can end up being irrelevant if it does not correspond to what we will experience day by day.

They can teach us good values and manners, but we will abandon them if we find them irrelevant. For example, if our society rewards more those who do not respect those values.

We can teach that corruption is wrong. But if it is helpful for business, receiving benefits, and reaching power, many will ignore such teaching.

Education can only help prevent corruption if we live in a society where it does not bring benefits or is impossible to do.

Institutions that competently identify and punish corruption can help. Most efforts of liberal governments tend to focus on this.

But another, more neglected front is ensuring power is not concentrated in a few hands. If there is no inequality of power, it is difficult for anyone to have enough influence to evade punishment or to corrupt.
