Background - Chronological Report

SUMMARY of the Complaint filed with the Monagas AD (Democratic Action), formulated by Ludwig Moreno Ladera, former Head of Voting Automation of the Monagas AD Section.

Exposition.

The following was found ni a review of publicly available documents about the current Undersecretary of Organization AD and Electoral Coordinator of the MUD,:

1. Sale of Venezuelan visas to a citizen of Chinese nationality. José Gonzalo, consul of Venezuela in Hong Kong, and Felix Arroyo (Diex director) up to 30,000 per visa in January 1990. Source: http://bit.ly/DicDeCorrupcion

4. The rector Sobella Mejías made public request for the dismissal of Felix Arroyo in 2004. He stated that "he is a person of absolute confidence of the president of the CNE, Francisco Carrasquero and Jorge Rodríguez" Source: http: // bit .ly / SobellaMDest
5. Challenged to occupy the position of Rector of the CNE. Enrique Naime, leader for Copei, objected to officials of the Electoral Power for having allowed and supplied the data for the "Tascón List"; to approve, endorse and activate license plans without control. Source: http://bit.ly/ImpugnaLista

Becomes full member of AD political party, representing the Political Parties in front of CNE, and express that they are "Satisfied" with it: "After the review of all the programs, voting machines, fingerprint readers and everything has been reviewed, we can say that we are satisfied." Appreciation:

Given his professional background, his management within AD as the Sub-Secretary of Organization (position that he also omits in his public CV), lacks of coherence. It is deficient and unjustifiable, given the total absence of a centralized IT infrastructure in the political party. This platform had to be developed or supervised by him, for more than 1 year, with the data of the REP to which he had access to.

Conclusions:

Felix Arroyo is a prosperous manager and skilful businessman, with a history of corruption, links with military coup and current representatives of the high government, data that place him as a protagonist of the deformation of the Venezuelan electoral system. More than being a simple collaborator, he has enough knowledge to have structured electoral fraud by himself.

Recommendations:

Urgent intervention is required to ratify the denounced facts and to be proven, to proceed to his immediate dismissal, to his expulsion from the AD Party, as well as from anybody who has facilitated his incorporation and placement in such a preponderant position. All of its recommendations must be submitted to review from its incorporation to AD - and to the Bureau of the Unit - to determine objectively, if the opinions or guidelines issued by its person, could obey strange interests opposed to the recovery of the Rule of Law.

Addendum

About Vicente Bello, electoral affairs expert of UNT, he has given the impression of being someone more accessible, close to the needs of the parties, in contrast to the proud character of Felix Arroyo. Bello seemed to be more restrained and less involved in the authorship of the fraud:
