I personally think that the biggest problem exchanges are facing is lack of clear regulations.
All mentioned problems (like security breaches) are also a result of lack of regulations. Unfortunatelly just like you said - it's goverment throwing stones :/

Yeaa... lack of regulations is a major problem. It kinda cause these exchanges to swim in the dark.
