When someone wants to issue a new coin...they writeup a "whitepaper" that explains the coins purpose...
It looks very different from standard white-papers, and a continuous work in progress, but all in all, this is what it means. The bitcoin tab is a huge excerpt of the original bitcoin white-paper.
