Reminds me of a video compilation that I saw of Putin responding to corruption. Construction in Sochi with time over runs of years.
Transportation secretary with the trains can't run saying they'll get it fixed in months. etc. It seams like one of the legacies of communism is that nothing got done with out corruption. He has to accept corruption at some level, but like retraining a badly trained dog, you can slowly fix things.
