False, Steemium promote any content. That there are any shit in there is just your opinion.
The bot I delegate to is mine and it has the vote reversal feature, equivalent to 80% discount off an equivalent downvotes.

It's the responsibility of the curators to not upvote shit, the fact people upvote shit is not the fault of bots or promotional services.
If people stopped upvoting shit, maybe people would stop creating shit.
