I can understand your concerns, and I partially agree. In the past I have exposed a situation like this too.

I can talk about the team I am close because it’s related to speak on steem, project that we are maintaining. I have personally reviewed recent nominations and it seems they have picked well deserving content.

Sometimes, the issue is that there is not enough good authors, and the ones who maintain a good level of quality is experienced people, who tend to apply as curator too.

So, evaluating only this metric is not a definitive sign of abuse perse, abuse that there exist but that is more hard to identify that it seems.
