There are so many sources, even the ADL itself, telling you the MAJORITY of uses of Pepe are NOT classified as hate speech. It is the context and intent of the message.
The ADL is out of date. Go look at current Pepe usage; it's all nazis. Everyone who isn't a nazi dropped it like a hot potato the moment the tide turned about a year ago.
