The 7-day cooldown for delegated SP and draining of VP prevents this from being abused more than once. You can double vote once, but it is less efficient than just depleting your VP and waiting 5 days for it to fill up.

Thanks for that reply, I wasn't 100% sure but it seemed if SBD and Steem were on a steady drop it might be a workable quick money grab or possibly used before a vacation to double payouts.

It can definitely be abused in the short term, but it isn't something that is efficient in the long game. The only situation where this is beneficial is when you know your delegation is coming to an end, and you drain the power prior to losing it. Other than that, there is no sustainable way to take advantage of this outside of a quick double vote, the drained voting power and 7-day cooldown on the delegated Steem Power will be less efficient than the typical use 20% voting power daily.

Actually it's a bit more efficient to drain voting power and delegate than just waiting for your VP to regenerate. The delegator account can use up all their VP, then delegate, then the delegatee can use up all their VP, then the delegator can undelegate. This uses effectively 200% voting power which is 10 days worth of regeneration time but the delegation return only takes 7 days.

Not really a big problem right now in the scheme of things, but it is possible to get more vote value out of your SP than intended through this type of delegation scheme.
