Yes, these are quite high fees for a deposit. At first glance, there seems to be relatively little trading at STEEM, so it could be difficult or take a long time for an order to be executed.

For STEEM I have been using Huobi for some time, which was recently renamed HTX. So far I haven't had to go through KYC there.
