Why Jacksonville Florida needs a dedicated Night spot for shift workers in Medical , Civil Service, Etc.

Cities like Tampa, Orlando, Miami, and some south of Orlando are open for the people who work nightshift, at the Hospitals, Nurses, Doctors, Specialists, Trauma Surgeons. And when they are off, they would like to be able to go out and get something to eat, Get a haircut or nail done. Shop for groceries, as well as hardware and other items for home repair and maintainance. With all of the abandonded strip malls in Jacksonville, one would think the people who work at the utilities, police, fire fighter, medical and support staff, and anyone who is working nights , sometimes permanently, to be able to interact with society. Put a Publix, a hair cut and hair salon, a nail salon, a veterinary-pet supply store, high end and midrange restaurants, including chain restaurants, a lowes or home depot, an auto supply parts store and a hardware store. Also have an area, where once can buy fresh produce and meat portions, and then bring it to chefs who rent a spot at the location, but just graduated or are working on their culinary skills, the various cooks can fry, bake boil, etc your food and they have preprinted cards for you to be able to wander the portable stalls selling vegetables, fruits, meats, seafoods, etc, to obtain the ingredients for the dish you have decided upon. The entire area is surrounded by chain link fence and police and or private security guards and all autos are parked in a lot close by, which is monitored by multiple guards, and once you arrive, they send a golfcart to transport you to the area and be checked in to enjoy your evening and a good meal or two, or fix a leaking pipe or someother unexpected home issue. This would make people want to stay in Jacksonville. Sometimes you have red eye flights and want to meet up with old freinds or family, but its not happening at 3am in Jacksonville. Not yet at least. Ita 1am and Im starving, but cant find any kind of food to be delivered, even though I have the money to pay. If the utilities and hospitals all shut down at 9pm, just like everything else, society will only then begin to value the workers who keep the system up and running, fresh water, sewage treatment, reliable elctrical supply. Lets shut it all down at 9pm, and then restart everything the next day around 9am, that way it will prevent global warming and the city will obtain additional carbon credits, and the power plant can save 50% on operating expenses, with much lower overtime. The plant can remain idle, then simply get up to 60hz and close the breaker to parralel with the grid. People will learn to get used to it. Its a race to the bottom. Sadly, due to the state of the economy, I can see this happening in sectors where people have quit paying their utility bills, as well as car payments and mortgate payments.
