Batangas has location advantage. It isn't that far from Metro Manila. It has its own seaport. It can also be a good place for an airport. It has beautiful beaches. It has mountains. Economy is growing as well.

However, I think Pampanga is stronger in economy. It is starting to become a metropolis.
