Who names hardware?

Stopped at my local hardware store yesterday for a few things, I'm a property manager for several apartment complexes in northeast Wisconsin, so this is a place I visit quite frequently..however I was shocked to see offset nipples for sale, I only went in looking for nuts.

Who comes up with the names for hardware pieces?
