I would say for $30 you could get yourself a pretty good deck. I haven't ever put any money in, but it has taken me a while to get my collection. I do a bunch of giveaways too, so that is a good way to get a couple free packs.
$30 sounds very reasonable, specially when compared with the thousand-dollars competitive MtG decks.
