They do these to human beings -- the jugglings, the shufflings, and the musical chairs like the VIN numbers mentioned above -- at a slavery jurisdiction, where wards, regardless of their ages, never HAD photo identification cards ON THE SLAVERY JURISDICTION'S WATCH, not even the ones that the minders would carry for them.
