I use Maximus from Image-Line to create this effect, but there are other ways of creating the effect using any other multiband compressor such as Fabfilter MB, or just making a ghetto multiband compressor by a chain of filters and standard compressors (I know time consuming) and volume automating the high frequencies (1k up).
