Greylisting may be a temporary solution. We'd prefer that block one simply design a system to fairly allocate surplus. In the long term, this should not be a BP issue.

Agreed, it is a temporary solution to the problem using a tool we have at our disposal.
It's just unacceptable right now that users with 1-2 EOS staked can't even perform transactions, and the only reason they can't is the malicious behavior of one account, taking far too many resources from what should be shared.
