I also think this one would work quite fine.

Another way to solve this problem would be to overbill towards the lowest common denominator, billing in such a way that each block’s target is actually "200ms for the worst producer.

Having a faster hardware should only allow PBs to strategically save costs, not to actually get more rewarding "value" from the network.
