HUTAN DESA dan sejarahnya (bilingual)

Jika kita melihat dari konteks sejarahnya, keberadaan hutan tidak dapat dilepaskan dari desa. Pengembangan desa, dan kemudian, menjadi kota tidak terlepas dari pembukaan sebuah hutan. Karena itu hingga saat ini keberadaan hutan yang berada dalam administrasi desa masih cukup banyak. BPS (Badan Pusat Statistik) dan Kementerian Kehutanan pernah mencatat lebih dari 33 ribu desa sampai saat ini masih berinteraksi dengan hutan.

Terlepas dari perdebatan soal hutan desa dan desa hutan dimana wilayah pemangkuan menjadi sisi perdebatan, Kementerian Lingkungan Hidup dan Kehutanan telah mengeluarkan kebijakan tentang Hutan Desa (PermenLHK No. 83 Tahun 2011). Dalam kebijakan ini, Hutan Desa diidentifikasi sebagai hutan negara yang dikelola oleh desa dan dimanfaatkan untuk kesejahteraan desa serta belum dibebani izin/hak. Konsep kesejahteraan ini dibingkai dalam kerangka sebuah program pemberdayaan masyarakat oleh Kementerian Kehutanan, bersama skema HKm (Hutan Kemasyarakatan) dan Kemitraan berdasarkan Peraturan Pemerintah No. 6 Tahun 2007.

If we look at the historical context, the existence of the forest can not be separated from the village. Rural development, and then, being a city can not be separated from the opening of a forest. Therefore, until now the existence of forest that is in the village administration is still quite a lot. BPS (Badan Pusat Statistik) and the Ministry of Forestry have recorded more than 33 thousand villages to date still interact with forests.

Regardless of the debates over village forests and forest villages where the pemangkuan area is the side of the debate, the Ministry of Environment and Forestry has issued a policy on Village Forest (PermenLHK No. 83 Year 2011). In this policy, Village Forest is identified as state forest managed by the village and utilized for village welfare and has not been granted permit / rights. This welfare concept is framed within the framework of a community empowerment program by the Ministry of Forestry, together with the HKm (Community Forest) and Partnership schemes based on Government Regulation no. 6 Year 2007.
