Same thing, although foster care is not so developed. Many of those that take kids in only do it for the money. As for those who grow up in state institutions, they suffer terrible abuse and they're out on the streets once they turn 18.
@ladyrebecca. You are very right, those in the institution suffer the most. Sub-consciously, whenever I say foster care system, I usually intend to pitch both the institutions and facilities under that word. I think I would have to be more precise next time on.
