Your story makes sense as an anti corruption officer would disguise himself as a businessman and mix with corrupt officers to bust them.
I guess you left a few lose ends like a big businessman with multiple big warehouse would live in a shared room. The repetition of bribing the gate man also weakened your story a bit.
