The first paper I found on "voice to brain tech" was "Human auditory system response to modulated electromagnetic energy" was published 01 JUL 1962. I can remember Son of Sam in 1976 hearing voices. I am not saying he is one, but you might want to widen your net and establish if there is a connection linking them (eg. military).
