the higher curation and free downvotes should hopefully turn this place around as we have less incentive to shit in public and more incentive to vote honestly rather than just view voting rewards as a form of staking returns

However, they'll be many 3rd party services allowing you to follow a downvote trail which effectively allow you to delegate your downvotes.
This will likely require your posting authority, but the reputable ones won't touch your upvotes so you can still use them as you see fit.
So as long as these 3rd party second layer services are trustworthy (which many are), then you can effectively delegate your downvotes separately anyway.
