I meet people like you quite often: 'linguistic and cultural norms' - my initial response was that I used a word that is on the same level as your description of this guy being 'creepy' (which I ameliorated in the same sentence to show the difference).
As soon as you are as fluent in Swedish and in German then you can lecture me about linguistic and cultural norms of that (or any other) language.
You did not address my own experiences and reactions to similar situations. It is actions that speak louder than words. Nothing in your post speaks of compassion towards the less fortunate. You just write about how this guy creeps you out. What's the next post going to be? About the homeless person begging for a few coins and how creepy that is, and why does the police not do something about this so you won't feel so uncomfortable?
Your action and reaction is not acceptable - no matter how you may say the politically correct thing. Yo' mama didn't teach you right.
