Which is to tar all of them, and everyone in them, with the same brush. I'm with @preparedwombat (and suspicious of the Bannonesque phrase "deep state"). Let us not be naive about NGOs, but let us not be overly cynical either.
Like I said previously , do your research and do not trust any of them
