It is not advisable to reduce the numbers of marine operations because shipment is still better. Vehicles and other heavy materials are being transported through sea.
It will be advisable to create or make more submarines which are noise free and cannot also pollute the air that easily (less carbon).

In another way, the carbon from the ships can be made in a way to pollute the air but not the water just because people are not leaving in the sea.
