True, the portions have to be taken into account. Certainly I don't doubt that fluoride in high concentrations is toxic; the question is what really counts as "high".
Perhaps the fact that fluoride appears naturally in some foods indicates that it's not an acute toxin: the length of exposure and dosage have to be taken into account as well.

the cumulative effect is the key here - however, the research I respect states that there is no safe dose per se.
the cumulative effect means that even if the dose is 'low' (whatever that means) - if you are exposed to it daily for years, the dose will become 'high' that way.
for me, the point is that natural exposure to fluoride is not what we experience through fluoridation.
