Not safe operation of the port loaders 100 years ago.
On a picture from my archive, presented below, it is visible as port loaders unload barges on the river.
Height from gangway to water is at least 5 meters-affects the low water level in the Amur River.
And now imagine ,that you have behind your shoulders some bag weighing a20 kilograms and you need to pass through a non-enclosed gangway 10-15 meters above the water..
