How do you track the ongoing proposals

I only use the SteemPeak interface for it, but you can see active, upcoming, etc. proposals.

Could someone scam the SPS system, get money and not do anything

In theory, yes. Say, if 20M SP worth of stake want to collude to extract funds, they could. But, it becomes a rather pricey endeavor. As of now, only STINC could cheat with impunity, but that will tank the price quicker than it's going right now.
