I think the SPS system sounds good in theory, but in practice it has been lackluster. Because it uses the same vote basis as witnesses it is likely always going to be correlated toward the same ideas. From a technical point of view, I think that the granularity of voting is a problem: the binary "yes" vs. "abstain" doesn't give enough control.
