I wonder why you would not compare Hive to Steem. Between those two, Steem is much more centralized (though both are pretty centralized). At least on Hive, none of the witnesses are actually the same person, which is the case in several instances on Steem.

I think the only way for Steem to move ahead of Hive would be to listen to the overwhelming suggestion of the community to unfreeze the accounts and simply let go.
