Thanks for this very well written post! For the most part I agree with your ideas. In the past the SPS was/could mainly be used by the top witnesses, as your screenshot perfectly shows. This is really an important point to think about.
I also think that the 10% of the inflation that currently goes to the SPS is a bit too much at this point and we should take some of that to reward powering up STEEM more or to increase witnesses rewards in general.
I'm not so sure about the cost of 1,000 STEEM per proposal though. Why do you think that it would be a good idea to increase it to that extent?

Thank you! Currently the best way to contact me is by using an encrypted transfer memo on Steem. I didn't use Discord for a long time, because it comes with a few security flaws. The company can read all private messages, if they want to, even for external servers. Of course, normally they won't do that, but who knows...
I think we should use a secure and fully decentralized chat app with end-to-end encryption in future. There is already something planned by me and I will provide a solution for us Steemians as soon as I find time. It's an open source chat protocol with secure end-to-end encryption. I will provide more information about this in one of my next posts ;)

Thanks for your reply @steemchiller! As you mentioned, Steem Proposal System shouldn't be for Witness but REAL developers.
This is just my personal thought, but I think that in order for more users to vote, there must be an incentive. At the same time, a minimum registration fee is required to prevent overproposal abuse. IMHO, 100~1,000 STEEM would be acceptable. I think it would be better to discuss this issue in more detail later.
