Proposal Progress: PR 3706 - Adding a Basic CI to Build all Dockerfiles

Progress Update
I've added PR 3706 to build steemd in the following OS:
- azurelinux3
- debian13
- ubuntu20.04
- ubuntu22.04
- ubuntu24.04
This ensures that we have at least something to check the future PRs. Please note - I'll have another separate PR to run some basic tests.
It is estimated to take about 90 mins for Github CI to build steemd using 1 thread.
