Some community members and some Witnesses are trying to solve this, but they are not able to solve it due to lack of STEEMPOWER.
We continue to ask Steemit to solve this problem. However, this problem has not been resolved so far.
There is the simplest way to solve this problem.
Steemit creates an account for Downvote and delegates over 2 million STEEMPOWER.
Downvote accounts are managed by Steemit, but Downvote can be activated by Witnesses voting.
Steemit can check the abusing account and public vote with witnesses.
If 70% or more of the witnesses agree, Steemit can start Downvote.
We already know what will happen if Steemit delegates STEEMPOWER to a specific group to solve spam and abuse.
This has created many side effects. We have also seen some groups working for profit.
So my opinion is organizations created to prevent abusing and spam should not act for rewards.
If rewards are needed, they will definitely fail again.
So I think all STEEM Witnesses should be managed.
Witnesses have witness rewards. Managing abusing and spam would be great if witnesses did.
I don't want Steemit to make the same mistake.
We know that it takes a lot of time to fix spam and abusing. However, spam and abusing are still damaging the STEEM blockchain at this time.
If a good solution is found, Steemit can stop this system at any time.
I hoped that as soon as possible, abusing and spam were blocked.

This sounds similar to the idea I recently stated. As the job of a top witness also involves protecting the blockchain, I think it would be a very good solution to handle clear cases of abuse in this way.

There is no abuse on Steem if looked at through the eyes of a DPOS system.
The only way if there is abuse is if you look at it as a proof-of-brain blogging platform.
Proof-Of-Brain is a fantasy that does not exist.
There is no abuse on Steem; everyone with stake is entitled to distribute inflation in any way they see fit.
The current witnesses have agreed with this assessment and claimed to be against downvoting entirely.
This is a non-issue as most of these "abusers" are powering down and exiting.
Steem is much more than a blogging platform,
and users should stop basing all economic policy via the blogging aspect.

I think the Downvote function should be removed. But not now. In order for the Downvote function to be deleted, a system capable of solving abusing and spam is essential.
If there is no function to replace Downvote, I think Downvote is necessary.

I actually came up with a system like that soon after I arrived here in 2017. It involved a panel of randomly selected "judges" triggered by downvotes. If the judges agreed the content was abuse the violator could take the punishment or appeal to a higher court and risk an even worse punishment.

Judges would be paid a small amount of inflation to be incentivized to do the work. There would be no way to power up this reputation with outside influence. The only way to become a whale would be to work as a judge for a really long time.

Ehm. So how come old witnesses and many of those who moved to HIVE were saying over and over that downvoting is necessary to fight abuse and reward pool rape?
Either PoF is fantasy or not - reality is that we're witnessing abuse of this chain by many. We may argue about meaning of the world "abuse", however we probably can agree that it's quite obvious what sort of "unwanted behaviours" is @roadofrich refering to.
Indeed, they should stop. However it's not possible to stop, since we're all greatly affected (including you).

I'm not even against downvoting. What I am against is people freaking out and making rash decisions because they want to punish users who are actively exiting the economy anyway. Talk to me again in 2 months.

Several projects have already started fighting abuse such as @sentinels and @abuser.report, but it's not enough considering the scale of abuse that is happening right now on the chain. Ideally, it will take around 2-3 million SP to fight abuse effectively, the solution is there and people have suggested a lot of great ideas, we just need to get the discussion about this issue going.

Thank you for sharing link to your publication with me. It's surely not an easy task to solve problem of abuses which are happening on Steem blockchain. Without support coming from the top - it will never be solved. People like you and me have to little resources (even if we would create group of many) to fight with those who abuse and milk steem blockchain.
Correct me if I'm wrong, but if someone would have 100k SP and place 10 upvotes on his own comments, then we would need 10 times more SP to downvote it to zero (Since everyone who would have 100k SP can only place one free downvote daily).
Am I right?
That solution would also not be enough. It's not permanent solution. It would tire you out to keep tracking down and downvoting those abuses, knowing that they can simply carry on for as long as they want. And abuse fighters will sooner or later start giving up.
We need some permanent solution. Which would allow to blacklist abusers and those blacklisted would have removed their voting privillages. They could hold STEEM stake, but their upvotes would have no value.
Either way - to achieve anything we would need to find ways to communicate this problem with STINC. How do achieve that?

I am in favor of making the percentage of the downvote pool as a witness parameter. in case of significant abuse, we can increase the percentage to 100% (currently 25%) without having to push a fork to change it. It is a dynamic solution that can allow witnesses and the community to fight against abuse and regulate the downvote pool if necessary at the same time.
This is an interesting idea. I'm not sure how I feel about it for this particular feature, but the witnesses having more "knobs and levers" to be able to tune the environment to dynamic conditions seems like it could be valuable.

Currently, for each 1000 SP, you get only 25% of it available for the DV pool.
If such a parameter was a witness one, we can change it to e.g 100% when needed and lower it when needed.

I totally agree. I'm using the account where I have the most power to down-vote against abuse thanks to the new @steemchiller tool, but we need much more help. Today is my first day as a Witness. I think Steem needs new ideas, new ways of working and I've taken the step.

Most of the Hive witnesses are powering down.
If every user just downvotes what they see in accordance with their stake it will be fine. It is DPOS and I don't want to see us go down the "Quality Content" path.
I don't want to see it turn into the rewards disagreement platform either. Just use your influence and we can work it out on our own.
I think the reason there is such hatred of downvotes was cultural the way they were given out the tone that was used when giving them out etc.
It's a delicate problem that should be handled with tact and an acceptance of your own level of influence. (stake)
