Fee For Doing What?

He woke up. It is the start of the year 3043. He was looking at the view from his apartment window. Then, he heard his phone reading the last message, that he was charged for having a thought. He said in shock, a fee for doing what?

He could not continue to enjoy the beautiful city view in that morning, with the tall buildings and clear sky. Although, it was his day off. But, it still feels that there is so many constraints, that he cannot really feel a day off anymore. He read the message again to assure himself, as if he was not already sure of it. He got the confirmation that it was not entirely clear. But, he understood that it was related to something about thinking outside of the box! He said, that is alright, it is just how day to day life is. But, he still cannot get used to it, till this day. Something felt heavy at that morning. Maybe it would be more precise to say that he often felt that heaviness, which can feel like a chain that he had to carry. He looked back at the window, and a scary thought came to mind. He thought, if he was watching the city, or if it was the one watching him?
