1. A Brief History of Communities Support Program

Dear friends. Starting from the vision of ensuring the future development of the Steem Blockchain, the Steemit team has put several ideas into practice that are now effectively running on the Steem Blockchain, particularly through its social-based interface, Steemit. One of the emerging efforts to ensure the implementation of this vision, and now effectively running on top of the Steem Blockchain, is the Community Support Program. This program was introduced via the @steemitblog account on December 28, 2020. And has become one of the most popular programs on the Steem Blockchain.

As we know, the Communities Support Program offers support to the community to be able to curate articles uploaded there and with it these articles will receive a fairly large curation support from the Steemit team via a special account for that. Communities have been growing on the Steem Blockchain, and becoming part of the support program.

But o what purpose did the Steemit team do that? In the Steemit team's vision, on top of the Steem Blockchain, someday, there will be “strong” communities that can independently support their members to get “satisfying” curation, even without the help of the Steemit team anymore. And it's not something instantaneous to get there, for sure.

2. A Similar Vision Has Emerged In Practice, Several Years Ago

This vision of the Steemit team is actually not new and has been practiced by several “communities” in the past. I remember, around 2017-2018, there was a community called Nanggroe Steemit Community (NSC). This community was formed and run by Steemians who are generally based in Aceh Province, Indonesia. They have become established enough to support themselves among their fellow members. How did the NSC reach that establishment? By investing! Each member invested a certain amount of STEEM, sent them to a specific community account, to rent Steem Power, which will later be used to curate the articles of it’s members, as long as the Steemit rules are not violated (for example, the originality of the content).

The idea, was: to have a special account that has enough power to do “internal curation”, and they did it by leasing in some SP. It bears little resemblance to the Communities Support Program by the Steemit team. The difference is, the Steemit team’s support program does not require the involvement of community members to invest. The Steemit team, through this program, makes community administrators as executors of "initial curation" who will check the articles uploaded to the communities they manage and then if deemed "appropriate" by community administrators, it will be submitted to the Steemit team via a special account to get further curated.

3. Joining The Program May Be Easy

Everyone, with certain conditions, can form a community or even several communities, contact the Steemit team to be included in the program. It's so easy, actually. However, accepting the conditions and doing the next work can be something that must be "seriously" planned and prepared. Checking the appropriateness of an article is not trivial. It's quite time consuming. And as a community grows with more articles being uploaded each day, the work becomes more and more. Management capability will play an important role in ensuring the sustainability of the community.

4. Possible Manipulation And Abuse And How To Deal With It

The emerging communities in Steemit, following the support program, practically most - if we don't want to say "all" - do not have enough power to support it’s members. Most of them come to Steemit in the hope of getting support from the Steemit team in the form of an upvote. Manipulation and abuse can happen here: community managers can have a farming account which can be used to “drain” the support slots from the Steemit team. They can even have more than one account to do that.

To avoid accusations of manipulation and abuse, two things can be done by community administrators:

Self Introducing Article in the Community. Some communities require members to upload self-introductory articles to the community by meeting certain specific requirements.
Get Verification Level One on Newcomers' Community. Newcomers' Community is the official community to welcome newcomers to Steemit. In addition, this community verify accounts, both newly joined accounts and old accounts that have not been verified and ask for verification. There are 4 levels of verification one can do in this community, but the most important is identity verification (level 1). The link to the introductory article in the Newcomers' Community community can be shared with community administrators who will decide how to take the next step in this regard.

Thus, the community administrators has made efforts to rid himself of the allegations of manipulation and abuse of the authority given to them by the Steemit team.

But can this be 100% effective in combating the practice of "farming" and abuse? Certainly not! One person can pay someone else to take a photo holding a piece of paper with something written on it. It really can happen. So far, I cannot see any other suggestion to the matter. If any of you do, please comment, it would be appreciated.

1. Sejarah Ringkas

Kawan-kawan. Bermula dari visi utama untuk menjamin perkembangan Steem Blockchain di masa depan, tim Steemit telah mengeksekusi beberapa ide ke dalam praktek yang sekarang efektif berjalan di atas Steem Blockchain, khususnya melalui antar muka berbasis sosialnya, Steemit. Salah satu upaya yang muncul untuk menjamin pelaksanaan visi tadi, dan sekarang efektif berjalan di atas Steem Blockchain, adalah Program Dukungan Untuk Komunitas. Program ini diperkenalkan via akun @steemitblog pada 28 Desember 2020. Dan telah menjadi salah satu program yang cukup populer di atas Steem Blockchain.

Kita tahu, Program Dukungan Untuk Komunitas tersebut menawarkan dukungan kepada komunitas untuk dapat melakukan kurasi kepada artikel-artikel yang diunggah ke sana dan dengannya artikel-artikel tadi akan mendapat dukungan kurasi yang lumayan besar dari tim Steemit via akun khusus untuk hal itu. Komunitas-komunitas pun tumbuh menjamur di atas Steem Blockchain, lalu mendaftarkan diri untuk menjadi bagian dari program dukungan itu.

Tetapi kenapa tim Steemit melakukan itu? Dalam visi tim Steemit, di atas Steem Blockchain, pada suatu waktu nanti, akan terbentuk komunitas-komunitas yang “kuat” yang bisa dengan sendirinya secara independen mendukung para anggotanya mendapatkan kurasi yang “memuaskan”, meski tanpa bantuan dari tim Steemit lagi. Dan untuk sampai ke sana, itu bukan sesuatu yang instan, tentu saja.

2. Visi Yang Mirip Telah Muncul Dalam Praktek, Beberapa Tahun Lalu

Apa yang menjadi visi tim Steemit itu sebenarnya bukan hal baru dan sudah pernah dipraktekkan oleh beberapa “komunitas” di masa lalu. Saya teringat dulu, sekitar tahun 2017-2018, ada sebuah komunitas bernama Nanggroe Steemit Community (NSC). Komunitas ini dibentuk dan dijalankan oleh para Steemian yang umumnya berbasis di Provinsi Aceh, Indonesia. Mereka telah cukup mapan untuk mendukung diri mereka sendiri sesama anggota. Bagaimana NSC mencapai kemapanan itu? Dengan melakukan investasi. Mereka, para anggota menginvestasikan masing-masing sejumlah STEEM untuk menyewa Steem Power dan ditempatkan pada suatu akun khusus, yang nanti akan dipakai untuk melakukan kurasi terhadap artikel para anggota, selama aturan Steemit tidak dilanggar (misal tentang originalitas konten).

Idenya, apa yang dilakukan oleh NSC itu adalah: memiliki suatu akun khusus yang punya cukup kekuatan untuk melakukan “kurasi internal”, dan mereka saat itu melakukannya dengan menyewa SP. Hal ini memiliki sedikit kemiripan dengan Program Dukungan Untuk Komunitas yang diluncurkan tim Steemit. Bedanya, program dukungan dari tim Steemit tidak mensyaratkan keterlibatan anggota komunitas untuk melakukan investasi. Tim Steemit, melalui program ini, menjadikan para pengurus komunitas sebagai pelaksana “kurasi awal” yang akan melakukan pengecekan terhadap artikel-artikel yang diunggah ke komunitas-komunitas yang mereka kelola dan kemudian jika dianggap “layak” oleh pengurus komunitas, maka akan diajukan ke tim Steemit via akun khusus.

3. Bergabung Di Program Tersebut Mungkin Mudah

Setiap orang, dengan menyanggupi syarat-syarat tertentu, bisa membentuk sebuah komunitas atau bahkan beberapa komunitas, dan menghubungi tim Steemit untuk disertakan ke dalam program. Itu begitu mudah, sebenarnya. Tetapi, menyanggupi syarat dan melakukan pekerjaan selanjutnya bisa menjadi sesuatu yang harus direncanakan dan dipersiapkan dengan “serius”. Melakukan pengecekan terhadap kelayakan sesebuah artikel bukanlah hal yang remeh. Itu cukup memakan waktu. Dan seiring semakin berkembangnya sebuah komunitas dengan semakin banyak artikel yang diunggah, pekerjaan juga menjadi semakin banyak. Kemampuan manajemen akan mengambil peran yang penting dalam menjamin keberlangsungan komunitas.

4. Kemungkinan Manipulasi Dan Abuse Serta Bagaimana Menghadapinya

Komunitas-komunitas yang baru muncul di Steemit, menyusul program dukungan tersebut, praktis kebanyakan –kalau kita tidak mau mengatakan “semua”- tidak memiliki kekuatan yang cukup. Kebanyakan mereka datang ke Steemit memang dengan harapan mendapatkan dukungan dari tim Steemit dalam bentuk upvote. Manipulasi dan abuse bisa terjadi di sini: pengelola komunitas bisa memiliki akun farming yang bisa dipakai untuk “menguras” slot dukungan dari tim Steemit. Mereka bahkan bisa memiliki lebih dari satu akun untuk melakukan itu.

Untuk menghindari tuduhan telah melakukan manipulasi dan abuse, dua hal ini bisa dilakukan oleh pengurus komunitas:

Artikel Perkenalan Diri Di Komunitas. Beberapa komunitas mensyaratkan anggotanya mengunggah artikel perkenalan diri ke komunitas dengan memenuhi beberapa persyaratan spesifik tertentu.
Artikel Perkenalan Diri Di Newcomers’ Community. Newcomers’ Community bisa disebut sebagai komunitas resmi untuk menyambut para pendatang baru di Steemit. Selain itu komunitas ini akan melakukan verifikasi terhadap akun-akun, baik akun yang baru bergabung ataupun akun lama yang belum diverifikasi. Ada 4 level verifikasi untuk dilakukan di komunitas ini, tetapi yang paling penting adalah verifikasi identitas (level 1). Tautan ke artikel perkenalan di komunitas Newcomers’ Community tersebut bisa diinformasikan kepada pengurus komunitas yang akan memutuskan bagaimana mengambil langkah selanjutnya terkait hal itu.

Dengan demikian, pengurus komunitas telah melakukan upaya untuk melepaskan dirinya dari tuduhan manipulasi dan abuse terhadap otoritas yang diberikan kepadanya oleh tim Steemit.

Tetapi apakah langkah ini bisa dikatakan 100% efektif memerangi praktek “farming” dan abuse? Tentu tidak! Seseorang bisa membayar seseorang lain untuk berfoto dengan memegang selembar kertas bertuliskan sesuatu. Itu sangat bisa terjadi. Sampai sejauh ini saya tidak bisa memikirkan solusi lain.
