I fear it depends on what one wants while writing on behalf of a picture: some words as they spontaneously might come at first sight, with no further engagement on my own? Just playing around with my thoughts and no more looking at the given picture? - It is not forbidden nor in any sense 'bad' to do like that. But it's not the the ful awareness which were possible, and thus it is not what the painter or photographer wants to be done while regarding his/her picture.
And what do I want for myself? I want to see as much as possible, I want to broaden my perception, I want (when I write about it) to invite readers to broaden their perspective as well and to look as closely as possible. Anyone who reads my text carefully should see the image in question differently than before. Of course, this is only a possibility, an offer.
In truth, competitions are not well suited for this, because everyone strives to deliver an imaginative text (which sometimes succeeds) and only skims through the texts of others, it seems to me. Unfortunately, the comments made by the moderators or organisers of the competitions also too often suggest that the submitted texts have been quickly skimmed through.
And so the circle closes, and it is the same with the pictures themselves: there is hardly any concentrated reception.
If one looks not only once but twice or "thrice" at the photo, then it is not difficult to guess.
