The United States Department of Energy selected two Marine energy projects to receive $6 million for the development of a Marino Energy Research Development and Demonstration pilot site.
The entire equipment of an O2 tidal turbine that resembles a conceptual model of a starship is made of steel and built using techniques intended to save costs and prepare the turbine for mass manufacturing in the future.

Looks promising. But, I have to wonder if it will be detrimental to marine life - either by hitting them with the turbine blades or by noise pollution that interferes with dolphin and whale sonar. I know you wrote that the site was selected to minimize environmental impact, but I'm wary (given the history of ocean wind turbines).
Interestingly, they also say that the platform can scale down to be used in rivers.
From your link above, phase 1 ends in ten months, so we'll have to check back early next year. 😉
Of course, the company will always declare that its technology is a marvel, we have to wait for the project to advance and listen to other voices.
Because unfortunately wind energy has its disadvantages and the poor birds know it, this will not be the ideal energy source with zero damage either.
The last source they are testing is gravity batteries, instinctively I like them better.
