Bro, I think due to corruption.Unfortunately, this issue is in my country Pakistan because of the high level of corruption.Also, scarcity and poverty make this problem much more. I hope the corruption and this all stops so then the ratio of bribes can be reduced. Corruption nowadays is very common and corruption it in so many countries!! Thanks brother for highlighting the problem
