As for clothes... I have a friend who always wears nice underwear just in case (what if you end up in the hospital, or something happens). It's strange, but there's a certain logic to it!

I wonder if they care in hospital about your brand new underwear ..if I get into hospital it's because I am most likely hit by a car, stabbed to death or something else life-threatening happened. If that is the case I am soaked in blood, sweat, vomit or whatsoever (head smashed with concrete or...).
Most likely they rip or cut the clothes from my body and if not... Scared or dying people pee their pant or shit in it. It is what the body does. I doubt the underwear will make any difference.
It's merely for oneself, to feel better, less shame I guess.
My grandmother always bought new underwear and nightdresses for every hospital visit. It must have cost her a fortune.
In the story the general knew he would die, so it might have felt to him that dying with dignity (well dressed) is better than dying drunk and poorly dressed out of depression and fear for being killed.
