Whilst my aim of writing this is not to offend anyone who sides Mr.Pistorius on his new decision, but I would say that this is one of the most weird decision ever just because of the condition 👉 "compulsory!"
Does this affect immigrants as well?
You're right - and I don't think you're insulting anyone. I am aware that many people here are currently calling for more military and armament. This demand is driven by understandable fear resulting from the increasingly confused geopolitical situation. But fear was and is a very bad counsellor. We should reflect on the better values and return to more rational decisions.
I can imagine this...., perhaps the whole decision is driven by fear.
I could remember some years ago when I was serving my country under a parliamentary unit...
I and my colleagues were robbed seriously with arms...after that day, the community we were serving came up with the idea to give all of us some rifles.
But still, that wasn't the solution.

Your question is not bad at all: the clear answer - nes ;-)) So yes: there are formulations in the Conscription Act that contradict each other somewhat.
All GERMANS within the meaning of the Constitution are affected. This could very well include migrants who have either been naturalised or have dual citizenship. And that's where it gets complicated... The former would be fully liable for military service, the latter would probably be prohibited from performing military service in both countries...
