My Observation:

I love your ideas to look into the education sector with all the laid down plans, but unfortunately, someone has given a clear explanation on how this skill-based system would work.

Skill test and practical assessments would disposition a lot of people. With the level of corruption, I am sure they would fight it, I hope you've got plan B???
