For me, its ok. in a not so creepy type of way. I mean, you don't just approach a guy in public and tell him- while a lot of people are within earshot that you like him.
Go to place where you guys have privacy and talk.
But don't you think the guy will not value such a lady.. and the relationship won't last because it wasn't even the guy's idea from the start
