The middle of the year is a very busy month with field activities. Where is currently entering the planning process for the 2023 fiscal year in the current year, but there is still homework that must be completed by each village that receives funds from the central government to carry out village government activities, village development, village development, village community empowerment, and emergency response.

The five activities must proceed according to the plan drawn up in 2022. Every year the village gets the disbursement of funds in three stages. For the first phase, 40% will be disbursed from January to June of the current year. Furthermore, the village is obliged to make a first-stage accountability report to the government to get the second stage of village fund disbursement.

The second phase of the village fund will be disbursed from July to October of the current year. The village must be ready to complete 75% of the work to be able to get the third phase of 20% disbursement. Here many villages face problems in the field. Because natural conditions at the end of every year are always in a state of disaster due to the entry of the rainy season. there are floods there are also other problems that must be resolved, including the impact of the work itself.

To get the third stage, the central government requires villages to account for the funds used for health, especially the part for stunting. Thus, there will always be delays in the disbursement of the third phase of funds. In fact, many villages can only disburse the third tranche of funds at the end of the fiscal year.

So the work of the previous year will be done at the beginning of the year. Even though the treasurer's cash was closed as of December 31 of the current year. the community, in this case, the village government, must purchase manufactured materials and excavation C to avoid legal problems.

From the series of monitoring activities that we carried out, there were still many problems that we encountered in the field, ranging from the lack of readiness of village officials to preparing documentation of activities that were 100% ready to be carried out. The lack of active village officials in carrying out the work that has been mandated by law to all village governments.

And there are still many other obstacles that we encounter, such as the activities that have not been carried out according to the plan, and the funds have been used for other purposes that are not included in the planning document. and this is a big loss for the third village the inspection team is down. Because it can be considered detrimental to the state because there are activities that have not been carried out. even though all funds have been disbursed to 100%.
