For two days I have been trying to do Task Five, the helicopter task, but I can't get permission from the local authority. I plant more trees but not get the permission. Now, can I build these two helidepots in a nearby city?

And when you demolish an airport and aren’t allowed to build a new, larger one — that’s completely normal, you just need to mention it.
You should provide good transport service to the city — then it will “turn a blind eye” to your bulldozing, terrain changes, or demolishing buildings.
Because the server is already in the year 2061, helicopters are not available for purchase,
so create your own local game just to complete task No. 5.
