Well, I think there are certain indicators that could predict how good they might be as parents. For example, a woman who never works, and doesn't even do laundry, because if it's dirty she just throws it away.
Of course, there are also those who, despite having money, are bad parents, like the cases you mentioned. If you had to buy a license to have children, including exams, it would be less fortuitous.
And of course, there are mental illnesses, but in the end, it's the children who suffer.
I find it dangerous thing to buy a license the xorrupt ones, influencers will and already do... And who is in charge and decides? What kind of creep decides. I doubt we can predict even 50 % will turn out to be a good parent. The only one who decides is in the end the child, a child influenced by teacher, woke,fake news and whatever the period, culture was they grew up in.
What a sad fate for the children...
