Well, it could be undervalued by the person himself. At the same time, it could be a change or something that needed to be done.
Out of your comment, you mention "who can decide". If we take that as a question about who can decide if it counts or not. I guess, we are going to have different opinions.

I have no clue what your opinion is but to me it's me. I am the one who decides if it was wirth it since it's my life and I should feel good about whatever I achieved.
I believe it should be sort of a self reflection. Something that you rate or decide how you see it. But, sometimes it's ok to see how close ones view your achievement.
